If one looks closely, one sees that many shutters are indeed open, but foreshortened in perspective. Hence your comment. For me it begs the question 'why are any shutters closed on such a gorgeous day?' when the sky has that rich blue quality and the sun is so high that there are few shadows. Vivid colors come with strong sun, as we see here; altogether inviting.
tom, Not sure about the shutters: the town seems mostly filled by tourists and sales people. Maybe these places are second homes, and the only people around in them are caretakers. Thanks.
